Mandatory Action: Alabama Steel Coil Securement Certification for Drivers

Effective June 1, 2009, a new Alabama state code – 1975, 32-9A-2(a) (4)a. – requires that all commercial drivers become certified in proper metal coil load securement if they are delivering or picking up metal coils in Alabama. The new law applies to all carriers and drivers, both intrastate and interstate, for the transportation of any metal coils on any highway, road or interstate inside Alabama when the load has an origination or destination in Alabama.
This training is only required for metal coils and does not apply to other cargo commonly transported by flatbed or for drivers who pull flatbed trailers. Drivers who pick up or deliver coils in box vans also require this same training.
Definition of Metal Coil for the purpose of the new securement certification requirement: Metal coil means an article of cargo comprised of elements, mixtures, compounds, or alloys commonly known as metal, metal foil, metal leaf, forged metal, stamped metal, metal wire, metal rod, or metal chain that are packaged as a roll, coil, spool, wind, or wrap, including plastic or rubber coated electrical wire and communications cable.
The training required is specific and cannot be substituted. To certify your drivers to pick up or deliver steel coils in Alabama, you must:
- Have your driver log into the following website: www.metalcoiltraining.com;
- Pay the $15 exam fee;
- Obtain a copy of the certificate that notes successful completion of the course (the certificate is generated by the testing website);
- Have your driver sign the certificate and sign the certificate yourself as an official for Ryder Integrated Logistics;
- Make a copy of the signed certificate for your records; and
- Provide a copy of the signed certificate to the driver. Your driver must have the signed copy in his/her commercial vehicle any time he/she delivers or picks up metal coils in Alabama.
